Do single family offices in Singapore need a MAS licence?
No. A single family office (SFO) in Singapore does not need a MAS licence if it meets the conditions of a class exemption that took effect on 15 June 2026: it must notify MAS within 14 days of starting, bank with an MAS-licensed bank and file an annual return within 4 months of each financial year-end. Because SFOs hold no licence and no regulated status, MAS does not list them in its Financial Institutions Directory, so an SFO's absence from that directory does not mean it is operating outside the rules.
Checked against the Securities and Futures (Licensing and Conduct of Business) Regulations, MAS's FAQs on the SFO licensing exemption and MAS's own publications on 19 October 2026. General information, not legal advice.
- TL;DR — short answer
- An SFO manages money for one family only. Under para 5(1)(ba), Second Schedule, SF(LCB) Regulations it is exempt from a Capital Markets Services licence for fund management, with no MAS approval and no legal opinion needed. The conditions: incorporated in Singapore; clients limited to the family, family-funded charities and key employees (non-family key employees capped at 10% of assets and 10% of shares); an account with an MAS-licensed bank; a notice to MAS within 14 days; an annual return within 4 months of year-end. SFOs already running before 15 June 2026 have until 15 June 2027. A multi-family office is different: it serves several families, needs a licence or another exemption, and a licensed MFO appears in the directory.
How does the single-family-office exemption work?
Managing money for others is normally regulated fund management, which needs a Capital Markets Services licence. Since 15 June 2026, a company that manages money only for one family can rely on a class exemption from a Capital Markets Services licence for fund management (para 5(1)(ba), Second Schedule, SF(LCB) Regulations). It is a class exemption: there is no application and no MAS approval. If the SFO meets the conditions and files with MAS, it is exempt.
MAS's reason, in its FAQs: SFOs manage their own family's assets, unlike licensed fund managers which generally manage monies for third-party customers. The licensing rules exist to protect third-party customers, and an SFO has none.
The conditions (para 5(1)(ba) and (1AA)–(1AD)):
- The SFO is incorporated in Singapore.
- It manages money only for family members, including family trusts and corporations wholly owned by, and for the sole benefit of, the family; charitable organisations funded exclusively by the family; key employees. Key employees are executive directors, chief executive officer, chief financial officer, investment professionals.
- Assets from key employees who are not family members are at most 10% of assets under management, and their total shareholding at most 10%.
- The SFO and each Singapore investment vehicle it manages must each open and maintain an account with an MAS-licensed bank; a foreign-incorporated vehicle may instead use a regulated bank in a jurisdiction with FATF-consistent AML/CFT requirements (para 5(1AD); FAQ 1, 11).
MAS will generally not grant case-by-case exemptions to SFOs unless there are exceptional reasons (FAQ 5). SFOs also cannot use the general "related corporations" exemption (FAQ 13).

What must a single family office do to stay exempt?
- The notice is filed online at MAS's notification form and the annual return at MAS's annual-return form. A legal or compliance firm may file for the SFO, but the signed declaration must come from the family member who provided the assets and a director (FAQ 9).
- There is no need to tell MAS about later changes in shareholding or operations (FAQ 8). Former key employees must divest within 1 year of leaving (FAQ 12).

Why are single family offices not in the MAS Financial Institutions Directory?
The Financial Institutions Directory (FID) lists licensed, registered and exempt financial institutions by category. An SFO relying on the class exemption has no category there. When MAS consulted on the framework in 2023 it said:
"As SFOs do not hold any regulated status with MAS, we do not intend to publish a list of SFOs and their contact information on MAS' Financial Institutions Directory."
The directory's category list, as we read it on 19 October 2026, has no single-family-office category. Neither the 2026 FAQs nor the 2026 media release mentions a public SFO list.
What this means: if you search the directory for a family office and find nothing, that alone does not tell you it is unregulated or breaking the rules. A genuine SFO is not expected to appear. It also does not prove the office is a compliant SFO: the directory cannot confirm either way. Firms with "family office" in their name that do appear in the directory hold a licence or a listed exemption, which is what you would expect of a multi-family office.
●MAS CP P009-2023 · 19 Oct 2026Source: MAS Consultation Paper P009-2023 on Proposed Framework for Single Family Offices, Consultation Paper P009-2023, para 5.4 (31 July 2023). We found no later MAS statement changing this; we found no public MAS register of SFO notifications. See also MAS Financial Institutions Directory.
How is a multi-family office different?
MAS's own wording: MFOs are subject to licensing and regulation under the Securities and Futures Act; SFOs are exempt from licensing and business conduct requirements. A multi-family office serves more than one family, so it cannot use the single-family-office exemption; fund management for third-party families requires a Capital Markets Services licence for fund management unless another exemption applies.
So the directory test works the other way round for a multi-family office (MFO). An MFO that manages money for other families needs a licence or an exemption. If you cannot find it in the FID, ask which licence or exemption it relies on, and check that with MAS before dealing with it.

What happens to single family offices that existed before 15 June 2026?
An SFO that was operating before 15 June 2026, under a case-by-case exemption or the old related-corporations exemption, has until 15 June 2027 to meet the conditions and lodge a notice of continuation of business with MAS (para 5(6)(b); FAQ 3, 4). MAS's FAQs suggest such SFOs may seek help from legal or compliance advisory firms if they need it.
The general related-corporations exemption is not an alternative. MAS's FAQ 13 says all SFOs must meet the conditions and file the notification and annual returns under the SFO framework.
How does the licensing exemption relate to the 13O and 13U tax incentives?
They are separate. the 13O / 13OA / 13U tax-incentive requirements are different from the licensing exemption (MAS FAQ 8). A family can run an exempt SFO with no tax award. Or its fund can apply for one of the fund tax schemes, which have their own conditions, such as minimum assets of S$20 million for Section 13O and S$50 million for Section 13U, investment professionals and local spending.
MAS reported more than 2,000 single family offices receiving MAS tax incentives (13O / 13U) as of December 2025, in a written parliamentary reply on 5 August 2026. That counts tax-incentive SFOs only. MAS has not published how many exempt SFOs exist in total, and the reply gave no figure for their assets.

What checks will a bank run on a single family office?
Because the exemption requires an account with an MAS-licensed bank, the bank becomes a checkpoint. MAS's FAQ 11: banks must conduct AML/CFT checks on SFOs and the investment vehicles they manage, through customer due diligence and ongoing monitoring under the bank's risk-based approach, per the MAS AML/CFT Notices such as MAS Notice 626. The bank may ask how the family's wealth was made. The MAS rules behind those questions are explained in why private banks ask about source of wealth.
What is still unclear?
We have not found a primary source that says whether investment staff of an exempt single family office must be registered as appointed representatives (with an RNF number). We do not state a position either way.

Single family offices and MAS: FAQs
Does a single family office in Singapore need a MAS licence?
Not if it meets the class exemption in paragraph 5(1)(ba) of the Second Schedule to the Securities and Futures (Licensing and Conduct of Business) Regulations, in force from 15 June 2026. A qualifying SFO is exempt from holding a Capital Markets Services licence for fund management. MAS says it does not intend to license SFOs because they manage their own family's assets, unlike licensed fund managers, which generally manage money for third-party customers.
What does a single family office have to file with MAS?
Two things. A new SFO files a Notice of Commencement of Business within 14 days of commencing business, including details of its bank accounts and a declaration signed by the family member who provided the assets and a director. After that it files an annual return within 4 months after each financial year-end, with no extensions, giving its total assets under management and the name of its bank. No MAS approval and no legal opinion are required.
Why is my family office not in the MAS Financial Institutions Directory?
Because the directory lists licensed and registered financial institutions, and an exempt SFO holds no regulated status. In its 2023 consultation MAS said that, as SFOs do not hold any regulated status with MAS, it did not intend to publish a list of SFOs and their contact details on the directory. The directory has no SFO category. So a single family office's absence from it is expected and does not on its own show that the office is unregulated or non-compliant.
What is the deadline for existing single family offices?
15 June 2027. An SFO already operating before 15 June 2026, under a case-by-case exemption or the old related-corporations exemption, has until then to meet the conditions and lodge a notice of continuation with MAS. It cannot keep relying on the related-corporations exemption, which MAS's FAQs say SFOs may not use.
How is a multi-family office regulated differently?
A multi-family office manages third-party assets of two or more families, so it cannot use the single-family-office exemption. MAS says multi-family offices are subject to licensing and regulation under the Securities and Futures Act. In practice that means a Capital Markets Services licence for fund management or another exemption, and licensed firms appear in the Financial Institutions Directory.
Is the SFO licensing exemption the same as the 13O or 13U tax incentive?
No. MAS's FAQs say the 13O, 13OA and 13U tax-incentive requirements are different from the licensing exemption. A fund's tax conditions are set by its Letter of Award, MAS's tax-incentive circulars and the Income Tax Act. An SFO can be exempt from licensing without holding any tax award. MAS reported more than 2,000 SFOs receiving 13O or 13U incentives as of December 2025.
Will a bank check a single family office before opening an account?
Yes. MAS's FAQs say banks are required to conduct anti-money-laundering checks on SFOs and the investment vehicles they manage, under the bank's risk-based approach and the MAS AML/CFT notices, such as MAS Notice 626 for banks. For higher-risk relationships the bank must also establish source of wealth and source of funds.
Do employees of a single family office need to be MAS representatives?
We have not found a primary MAS source that answers this either way, so we do not state a position. Check it with MAS or a Singapore lawyer for your own structure.
