AML / CFT

Also known as: Anti-Money Laundering, Counter-Financing of Terrorism, AML, CFT

Definition
AML / CFT is the regulatory framework requiring financial institutions to prevent money laundering and terrorism financing through customer due diligence, transaction monitoring, suspicious-transaction reporting, and record-keeping. MAS Notice SFA-N02 / FAA-N06 / 626 set the SG rules.

Singapore AML / CFT compliance is administered by MAS via sector-specific Notices. Banks operate under MAS Notice 626; capital-markets-services firms under SFA-N02; financial advisers under FAA-N06. Every wealth-management firm must establish risk-based customer due diligence, enhanced due diligence for high-risk customers, and ongoing transaction monitoring. The 2023 Singapore money-laundering case involving 10 foreign nationals materially tightened the supervisory environment.
